Civilian women and children are being placed by the Red Cross some in small hotels and boarding houses, some in large buildings with food provided by the Red Cross and others in empty houses where they are required to purchase their own food from funds advanced by the Red Cross. state that "it is anticipated that all expenses for maintenance within organised scheme are subject to eventual recovery from His Majesty's Government". Does this mean that all charges for rent and maintenance of women and children excepting those who reject accommodation offered by the Red Cross and obtain accommodation for themselves will be wholly refunded to American Red Cross by His Majesty's Government?
