The two Royal Scots were r turned by Japanese yesterday. As there
was no obligation to return them under International law I consider that this action shows that Japanese in Canton wish to maintain a reasonable attitude. On the other hand Japanese Military Authorities report that two Indians (My 5634 of 5/10) escaped on the way to Canton and have not yet been located. There is no reason to believe this and it is possible that Japanese may return
them later.
