In reply to Your Xxcellency's despatch No. 3
(6/521/39) of January 26th 1939, I have the honour to
transmit herewith a memorandum on the s.8. *lanning”
case written by Mr. Rovittie on his return from Newchwang.

Dean stated that he had received satisfactory assur-
ances that no unfair restrictions would be placed on

call until next spring, when no doubt Reasrs. Putterfield
and wire will appeal to me if they agɛin encounter
difficulties.
