With reference to the British Embassy's Note Verbale of the 2nd ultimo concerning the loading of
cargo on board the British steamer "Nanning" at New-
chwang, the Department of Foreign Affairs instructed
the Japanese authorities in Manchoukuo to ascertain
the facts of the case from the Manchoukuo authorities,
and has received a reply to the following effect:

While cargo was being loaded on board the
"s.s. "Nanning" at Newchwang, it so happened
"that the Customs authorities felt the necessity
"of examining the cargo. This examination took
"some time.
It is understood that Mr. McVitte, Bri ti sh
"Vice-Consul at Mukden, who came to Newchwang
"on the 1st December to talk the matter over with "the Customs authorities, appreciated the manner
"in which the Manchoukuo authorities had dealt
"with this case."
