MEMORANDUM.

9.3. "NANNING" CARE.

The s.s. "Nanning" arrived at ewchwang on November 29th

to load a cargo of beans for Tientsin. Shippers were the

Mitsui Bussan Kaisha and Chinese merchants including Cantonese,

Customs clearances for cargo had been granted but were recall-

ed as shippers' papers vere said to be out of order.

I saw ir. Hirmo, Chief of Customs on November 30th and

Mr. Idogawa, who was said to be influential because of some

connection with the Wantung Army on December 1st. The Cus-

toms officials said they had no desire to interfere in any way

with a British ship but it was necessary to investigate ship-

pers' papers and permits would be granted as soon as possible.

Part of tsui Bussan Keisha's cargo had already been released

and they hoped that the "Nanning" would be able to load most of

her cargo by ecember 2nd the sailing date. I said that as

the ship would suffor loss by leaving part of her cargo behind

I would like to know what was wrong with shippers' papers.

The Customs officials said they could not divulge this informa-

ation. Before leaving the Customs compound on "ecember 1st

I heard that the whole of the itsui Bussan Calaha'a cargo

would be released. There was no further news about the Chin-

ese merchants' cargo. The latter were afraid to press for the

immediate issue of their permita. The Customs officials were

friendly and promised to do what they could for the ship

As a result of a confidential conversation with ur. Ching,

Butterfield and Swire's agent, and "r. Van Esa, a British mer-

chant, I learnt that the shipping trade between llewchwang and

China ports has been allotted to the Pairen Zisen Kalaha who

are now building offices in the town. Chinese shipowners were

told to charter their ships to the Dairen isen Kaisha and

have done so. (The hint case from the Kwantung Army). The

Dairen Kisen Kaisha's monopoly would be broken if British
