Reported negotiation of Sino-German credit arrangement. Addressed Shanghai No.225. Refers to Shangha i telegram No.238 to Foreign Office (F 2462/2462/10). Enquires whether he is correct in assuming that credit extended to China from Germany is not welcomed, since it necessarily implies the eventual granting of contracts to Germans which might otherwise have gone to British firms. If this is so it might be well for him to mention this report to Donald.
