Minister for Economic Affairs has gone away for a few weeks

but I am to see the Vice Minister on Monday. "R" ends.

Meanwhile I spoke today to Donald on general question of

favour apparently being shown to Germany. I had previously sent

to him local representative of I.C.I. who was able to give him some

illuminating information on the subject particularly with refer-

ence to a very large contract for nickel blanks which had been

given by Dr. Kung to a German firm without any question of tender

or approaching other firms. I impressed on him that in view of

Germany's general idea towards Japan these signs were somewhat

disconcerting.

He agreed entirely and is proposing to tackle Chiang Kai-shek

through Madame on the subject of "trading with the enemy" but he

said sadly and unreasonably that Madame had been disappointed

by the attitude of His Majesty's Government in regard to Eurasia

(See my despatch No. 32 to you of March 6th, 10 to the Foreign

Office containing text of my letter to him based on Foreign

Office telegram No. 36 to me. F2009 /163 1621
