it is agreat joy to the nation of Manchoukuo, the statement notes, that important documents have been exchanged between the Empire and Foland, providing for an adjustment of their relations Fundamentally, it asserte, Manchoukuo ever since her es- tablishment has strictly observed international usages from her unilateral and autonomous standpoint. Further, it points out, Manchoukuo succeeded to those obligations of China that in the light of international law and usages, had to be taken over by this Empire. She promised to fulfil all these obligations in a spirit of sincerity, it explains.

At the same time, Manchoukuo announced to the world that various facilities and conveniences would be offered for the economic activities of foreign nationals in this country. It is but naturel, the statement says, that the treatment which Manchoukuo should accord to subjects of those foreign Fowers which have recognised her should be different from that accorded

to nationals of those which have not.

The statement regrets to note that some foreign Fowers

i noring Manchoukuo'e fair attitude and her earnest desire for the maintenance of friendship with all countries have failed to recognize Manchoukuo, whereas they, on the other hand, un- reasonably demand the preservation of the Open Door and equal opportunity principle or attempt to menace the autonomy and independence of Manchoukuo or take action tending to obstract the normal development of this Empire.

After expressing his Bovernment's belief that such Powers will quickly remedy their unreasonable attitude and adept it to the new situation in East Asia, the statement announces that Manchoukuo, living up to her national spirit is ready to extend all conveniences permissible under her nationa]
