The statement of Fremier

Marshal Chang Ching-hui, given out here today with regard to the consular agreement between Manchoukuo and Poland, is construed by observers here as containing a blunt clarification of the Hainking Government's foreign policy and a warning to those foreign Powers still refusing to recognize the real facts of the

New East Asiatic situation.

The statement, these observers opine, sets forth Manchoukuo's views and firm convictions about her general international relations. What is declared in the statement, they believe alludes especially to the Empire's policies versus (1) codefence with Japan, (2) the establishment of friendly relations with the new regimes in such neighbouring lands as China and the Meng Chiang region, (3) relations with Germany, Italy and Nationalist Spain joining in the anti-Comintern crusade and (4) relations with the foreign owers which have not yet recognized Manchoukuo
