Heinking. December 7.

In a statement he made here today in connection with the

new Polish-Mancho kuo consular agreement. Premier Larshal

Chang Ching-hui announces that Manchoukuo is fully prepared

to adjust her relations with any third.owers which correctly

understand the realities of the new East Agiatic situation and

desire to cooperate with Manchoukuo.

In accordance with her fundamental national spirit the

statement declares, Manchoukuo is willing to extend every

convenience to the economic activities of nationals of any

third Towers which, through a correct appreciation of Manchou-

kuo's altitude, may hope to open intercourse with her, invest

capital in her enterprises, conduct business or to cooperate

in the exploitation of natural resources in this country.

Great importance is attached to this declaration as

giving a most clear-cut explanation of the Manchoukuo Govern-

ment's basic foreign policy. Of late, the statement begins,

Manchoukuo has made long strides in the international field.

On November 29, last year, the statement recalls, italy

extended de jure recognition to Manchoukuo, followed closely

by the inauguration of formal relations between Manchoukuo and

Spain. May 12, this year, it goes on, saw the conclusion of
