This scale is inadequate for a main fleet it is recommended as a first

base, but stage. Until reconnaissance has been completed, it is not known what it is practicable to instal.

The installation of A.A. defences is not recommended at present in view of the vulnerability of these bases to enemy raiding parties.

This is an approximate estimate only. What defences it is practicable to instal, depend on the result of reconnaissance. The defences which it is necessary to instal depends upon the use, both naval and. air, to which these bases are to be put.
