I presented your message in the form of a note to French Ambassador on 5th October, I found him most anxious to persuade his government to give the assurances that we should require if we agreed to any importation of supplies from French colonies. He has visited me again this morning to tell me he has pressed his views very strongly upon his government, but that they
? will grp. undec. animosity between Laval who wishes for no arrangement and Baudouin who is becoming more and more Germanophobe. This being so he is most anxious to strengthen Baudouin's hands, and on that account attaches great importance to our agreeing to his urgent request to allow the two ship loads of Senegalese troops to leave Jibuti in order to reinforce garrison in Indo-China.
