Admiralty (see Admiralty telegram 2017 October 4th) have instructed Naval Atache to refuse request on the ground that it would weaken French resistance to Italians at Jibuti and make no great difference to Indo-China. French Ambassador declares that there will still be substantial French garrison at Jibuti and that reinforcements should make a great difference on Indo-China. In view of this I have asked the Naval Attache to postpone giving the Admiralty's message until you have had time to consider the position. My own view is that there is much to be said for acceding to the French request. The two ships are at present at Madagascar loaded with rice, and would unload rice there if we did not wish the rice to go to Africa.
