A casual vacancy in the office of chairman of the county shall be filled by the vice-chairman; and a casual vacancy in the office of vice-chairman shall as soon as practicable, be filled up by the county council; but the person filling any such vacancy shall retain 80 his office so long only as the vacating chairman or vice-chairman would have retained the same if such vacancy had not occurred.
61. This Act shall not authorise the county council of any county or any member or members thereof [gu. except the chair- man]

(1.) To exercise any of the powers of a court of record; or (2.) To administer an oath; or
(8.) To exercise any jurisdiction under the Summary Jurisdiction Acts, or otherwise in any manner to act as justices or a justice of the peace.
