A county council may, without prejudice to any remedies which they may enforce in their corporate character, appear by the clerk of the county or any person deputed by him, before any court of quarter sessions or court of summary jurisdiction for the purpose of taking any proceedings which they may by law be entitled to 5 take in order more effectually to carry into effect any of the objects for which they are established as a county council.
When the chairman of the county, or other justice of the peace being a member of the council, is present, such chairman or justice may administer an oath for any purpose for which an oath is 10 authorised to be administered.
62. The provisions contained in the Second Schedule hereto with respect to the proceedings and status of county councils and com- mittees and the other matters therein contained shall be of the same validity as if they were enacted in the body of this Act.
68. The clerk of the peace shall be the clerk of the county council, and is referred to in this Act as the county clerk or clerk of the county council.

The clerk of the peace shall be from time to time appointed by a joint committee of the county council, and the quarter sessions 20 consisting of such number of members of the county council, and of the justices as may from time to time be arranged between such council and the quarter sessions, and in default of agreement such number taken equally from the council and the quarter sessions as may be directed by a Secretary of State. The clerk of 25 the peace may be removed by any such joint committee.
The county council may from time to time appoint and remove a treasurer, surveyor, and such other inspectors, officers, and ser- vants as may be necessary and proper for the efficient execution of the duties of the county council, and may make regulations with 80 respect to the duties and conduct of such treasurer, surveyor, officers and servants.
The council may pay to the clerk of the peace, and the treasurer, officers, and servants appointed or employed by them, such reason- able salaries, wages, or allowances, and may award them such pen- 35 sions, not exceeding those which may be awarded to civil servanta of Her Majesty under the like circumstances, as they think proper, and every such clerk, treasurer, officer, and servant shall be remov- able by the council at their pleasure.
The council may at any time discontinue the appointment of 40 any officer or servant appearing to them not necessary to be reappointed; and may from time to time make such arrangements
