(2.) Every borough, the town council of which elects a repre- sentative on the council, shall contribute to the county fund in aid of the sums paid out of that fund, for the maintenance of indoor poor, for the expenses incurred in reference to licensing or Sunday closing and in reference to the valuation of property under the 5 Valuation Acts, for and costs incurred in or incidental to the aforesaid matters or in or incidental to the execution of the powers transferred by this Act from a Secretary of State, the Board of Trade, or the Local Government Board to the county council, and such costs shall be deemed to include a proper proportion of the 10 general expenses of the county council.
In order to ascertain the amount to be so contributed by the borough, the county council shall apportion the sums on account of which contribution is to be made in proportion to the rateable value of the several boroughs sending representatives and of the 15 residue of the county, and shall send to the council of the borough a precept requiring payment to the county treasurer of the amount apportioned to such borough, and the council of the borough shall pay the same out of the borough fund or borough rate, and shall, if necessary, levy a borough rate for the purpose of paying such 20 contribution,
Subject as aforesaid, where any such borough is, at the passing of this Act, exempt from contributing towards any of the purposes for which a county rate is at the passing of this Act levied, such exemption shall continue, but the council of the borough and the 25 county council may agree for the discontinuance, either total or partial, of any such exemption upon such terms, whether by the payment of money or the transfer of property or liabilities or by a contribution from the county fund to the borough fund or borough expenses, or by the county undertaking works and the execution of 80 powers the cost of which has heretofore been borne by the borough fund or otherwise, as such councils think fit, and the county council may exercise any powers of the town council which under such agreement are transferred to the county council and may pay for the costs of such exercise out of the county fund, and subject 35 to the provisions of any such agreement, the representatives of the borough shall be entitled to vote in respect of all matters towards the cost of which the borough will under such agreement contribute.
Where a portion of the area of a borough is, at the passing 40 of this Act, exempt from contribution to the general purposes of the county rate, this Act shall apply in like manner as if the whole of such borough were exempt from such contribution, but any such
