27.—(1.) The town councils of the City of London and the other Constitution 5 cities and boroughs named in the Fourth Schedule to this Act, of cities and

shall have all the powers and privileges and be subject to all the towns. duties and obligations (in so far as such powers, privileges, duties, and obligations are not already vested in or imposed upon them) as are by this Act (conferred or imposed on county councils, and 10 this Act shall apply to such boroughs accordingly.

(2.) The council of any borough named in the maid Schedule may exercise all or any of its powers by means of a committee or committees of its body.

(8.) The council of any borough named in the said Schedule 15 shall be deemed to be a county council in so far sa may be necessary for enabling it to concur with any other county council or county councils in appointing out of their respective bodies a joint council for any of the purposes for which a joint council may be appointed by county councils in pursuance of this Act.

(4.) The contribution (if any) of every borough named in the said schedule heretofore made to the county rate of a county, after deducting the sums expended in or for the direct benefit of the borough, shall be capitalised on the basis of the average amount of such contribution during the last seven years, and the principal 25 sum so arrived at and the share of any debt incurred by the county, shall be paid by the council of the borough to the county, and on and after such payment having been made the borough shall cease to contribute to the county rate of that county, and the borough may pay such sum out of the borough fund or borough rate, and 30 the payment of such sum shall be deemed to be for a purpose for which the council of the borough may borrow under the provisions of the Municipal Corporations Act, 1882.
