A.D. 1886. notices, and shall have the like rights as in the case of an audit of

the accounts of such urban authority.

Provided that an auditor under this section shall not have any power to take proceedings to recover any surcharge, but where the auditor has made any surcharge or has made any report respecting 5 the accounts or the receipts and expenses of the county council, the council shall cause such surobarge and report to be printed, together with their accounts, and to be delivered to any county elector who asks for the same, and in case of default in such publication the Local Government Board may cause the same to be published, and the cost of such publication to the amount certified by the Local Government Board shall be a debt due from the county council to Her Majesty, and the county treasurer and county clerk shall each of them be liable, in case of default in such publication, to a fine not exceeding twenty pounds.
