such sums as may be required for the following purposes, or any of A.D. 1886. them, that is to say ;
(a.) for the purpose of consolidating the debta of the county;
(8.) for the purpose of lending to local authorities in the county
as herein-after mentioned ;
(6.) for the purpose of the purchase of land or for the building of any building which the council are authorised by any Act to build; and
(d.) for any purpose for which quarter sessions or the county
council are authorised by any Ant to bʊrrow.
Provided that the Local Government Board shall not sanction any loan where the total debt of the county council, after deducting the value of any property yielding a profit, exoseds, or if the proposed loan is borrowed will exceed, the amount of two years 15 annual rateable value of the property upon which a rate for general
expenses of the county is assessed.
Where any of the local authorities in the county, that is to say, any town council, board of guardians, urban or rural sanitary authority, or any school board is authorised to borrow money for 20 any local purpose, the county council may lend such money to such authority for any period not exceeding the period for which such authority is authorised to borrow the mme, and may either advance the same out of any general balance in their hands, or with the consent of the Local Government Board borrow money 25 in pursuance of this Act for the purpose; and if the county council make any such advance out of borrowed money they shall from time to time apply all principal repaid to them on account of such advance in repayment of principal borrowed by them or to some other purpose sanctioned by the Local Government Board to 30 which capital is properly applicable.
26. The accounts of receipt and expenditure of county councils Audit of shall respectively be made up to the twenty-fifth day of March
in
every year.
The accounts of a county council shall be audited by the district 85 auditors appointed by the Local Government Board in like minner as accounts of an urban authority under section two hundred and forty-seven of the Public Health Act, 1875, and that section and all enactments amending the same and applying to district auditors and every such auditor shall give the like notices and have the like 40 powers and be subject to the like obligations as in the case of an audit of the accounts of such urban authority, and all ratepayers and owners of property in the county shall be entitled to the like
