Power to authorise supply of water, &c.
authority or any person or body of persons directly affected by the order petition the council that the order shall be laid before Parliament, the order shall be provisional only until it is sanctioned by Parliament, and the provisions of this Act with respect to provisional schemes sanctioned by 5 Parliament shall apply.
(b.) If any difference arises between a county council on the one hand, and any local authority or road authority, or any railway or any other company, or any body or person, on the other hand, with respect to any matter or thing 10 regulated by or comprised in this Part of this Act, the matter in difference shall be settled by an engineer or other fit person nominated as referee by the Board of Trade on the application of either party, and the expenses of the reference shall be borne and paid as the referee 15 directs.
(c.) The Board of Trade may from time to time make and when made may rescind, annual, or add to rules with respect to the inspection and certifying of any tramways constructed under this Act, and no part of any tramway 20 shall be opened for public traffic until the same have been inspected and certified as fit for such traffic in the manner prescribed by such rules.
20. On and after the appointed day, a county council may, on application, do all or any of the following things:

(1.) By order under the seal of the county council authorise any [local authority, public company, or person or] body of persons, to open, cross, or otherwise interfere with any highway whether for the purpose of the supply of water, gas, light, heat, or motive power, or for the purpose of drainage or of communi- 30 cation by telegraph, or other like means of communication and in the event of any difference between a local authority and a road authority the same shall be referred to the Local Government Board, whose decision shall be final; and
(2.) By order under the seal of the county council authorise any 85 local authority, or any [public company], person or body of persons, with the consent of the local authority, to undertake the supply of gas, water, light, heat, or motive power; and
