92. Nothing in this Act shall prejudicially affect any securities granted before the passing of this Act on the credit of any rate or property by this Aot transferred to a county council; and all such securities, as well as all unsecured debts, liabilities, and obligations 5 incurred by any local authority in the exercise of any powers or in relation to any property transferred from them to the county council under this Act, shall be discharged, paid, and satisfied by council in such manner provided by this Act.
93. If at the passing of this Act any action or proceeding, or 10 any cause of action or proceeding, is pending or existing by or against any local authority in relation to the exercise of any powers or in relation to any property by this Act transferred to the county council, the same shall not be in anywise prejudicially affected by reason of the passing of this Act, but may be continued, prosecuted, 15 and enforced by or against the local authority in the same manner as if this Act had not been passed.
94. All contracts, deeds, bonds, agreements, and other instru- ments entered into or made and subsisting at the time of the passing of this Act, and affecting any powers or property belonging 20 to a local authority and by this Act transferred to a county council, shall be of as full force and effect against or in favour of the county council (as the case may be), and may be enforced as fully and effectually, as if, instead of the local authority, the county council had been a party thereto.

95. The first election of councillors under this Act shall be held on the

The first meeting of a county council under this Act shall be held 30 on the

and at such first meeting or at some adjournment thereof the wardens and chairmen shall be elected.
The first retirement of councillors, wardens, and chairmen shall take place on the ordinary day of election next after the first meet- 85 ing of the council.
Of the councillors the third to go out during the first two years shall, unless the councillors can agree amongst themselves, be chosen by lot. In subsequent years, the third to go out shall be the councillors who have been longest in office without re-election. 40
