[49 VICT.] be had thereon, and if a resolution is passed by any joint committee to which such scheme is referred by either House of Parliament to the effect that the scheme ought not to be sanctioned by Parliament, no further proceeding shall be had thereon. Further, a resolution of a joint committee of both 5 Houses of Parliament, declaring that the scheme ought to be sanctioned by Parliament shall lie before both Houses of Parliament for thirty days before it is of any validity, and if within such period of thirty days it is disapproved of by reso- lution of either House of Parliament no further proceeding 10 shall be had on the scheme which is the subject of such resolu- tion. In any other case, a scheme which has been laid before Parliament in pursuance of this section shall be deemed to be sauctioned by Parliament at the expiration of the first period of thirty days if the scheme is not referred to a joint committee, 18 or at the expiration of the second period of thirty days where the scheme has been referred to a joint committee :
(7.) A joint committee to which a scheme is referred in
pursuance of this section may alter or modify the same in such manner as they may think expedient, but it shall be lawful for the 20 county council at any time before the expiration of thirty days after the time at which such committee has declared that the scheme ought to be sanctioned by Parliament to withdraw if they think fit any scheme which has been so altered or modified:

(8.) Before a scheme under this section is laid before either House of Parliament, the Local Government Board shall make inquiry as to whether the conditions required by this section in relation to a scheme before it is laid before the Houses of Parliament have been complied with, and the fact of the 80 scheme being laid before either House of Parliament shall be conclusive evidence of such last-mentioned conditions having been complied with:
(9.) At the proper time the Clerk of the Parliaments shall state
by endorsement, or otherwise, under his hand on every scheme 85 which has lain before the two Houses of Parliament in pur- suance of this Act whether it has or has not been sanctioned by Parliament, and the date at which it was sanctioned by Parliament or failed to be so sanctioned, and such statement of
