(ii.) SUBMARINE MINING.
1. The system of submarine mining defence is in accordance with plans which have been approved by the War Office.
2. There are five mine-fields, as shown on the map, numbered I to V.* 3. The force available for laying and maintaining them consists of the Hong Kong Company, Royal Engineers, with two submarine mining steam- vessels, the Solent" and "Miner," and one cable lighter, the "Megohm,” with a few small boats.
4. The Divisional Officer, Submarine Mining, will superintend the laying and maintaining the submarine mining defences, for the efficiency of which he is responsible. He will be assisted in the work of laying by his officers as follows:-
Lieutenant Kelsall in the "Solent;"
Lieutenant Molesworth in the "Miner," for observing stations, &c.; Lieutenant Thompson in the "Megohm ;"
and the company will be distributed for laying the mines as detailed in Schedule IX.
5. On the order being given for laying out, which will only be given by the General Commanding after he has obtained the concurrence of the Commodore or the Senior Naval Officer present, the D.O.S.M. will hire launches and men as follows:-
(1.) A strong towing-launch (about 100 tons burthen) to tow the "Meghom" when laying multiple cables, required for two days.
(2.) A fairly fast ordinary launch, to be utilized for sending test-room, alignment, and other shore parties to their respective stations; relieving the laying-out vessels as far as possible from these duties. This launch will also be utilized for shifting J.B. boats whilst laying out is going on, and will be employed during the four days of the operation.
