PROVISIONAL URBAN COUNCIL
'As the Council is promoting the work of identifying venues by their respective characteristics, and because the management of venues is a highly professional matter, RESOLVED that a Working Group on Venue Management should be set up under the Culture Select Committee to study and improve the management of cultural venues, specialized usage etc; members of this Working Group to include consultants from the cultural and arts fields as well as Members of this Council.'
He said (in Cantonese):-I have moved the motion today because I hope that a Working Group on Venue Management will be set up under the Culture Select Committee to carry out specific studies on the management and thematic use of the cultural venues under its management. The core of the issue is that hopefully members of the Working Group thus set up will include consultants in the cultural and arts fields as well as Members of the Council.
The issue of characterization of venues was brought up by consultants in the middle of this year. After repeated enquiries from the Cultural Activities Sub-committee at its meetings, the Department eventually submitted a paper on the direction for characterization of venues a week ago.
The success of the characterization of venues depends very much on the Department's views and plans. But more importantly, it depends on our securing the consultants' complete commitment and involvement, so that full consideration will be given to the planning and provision of compatible activities. At present, there are 51 consultants under the Council's Culture Select Committee assisting in formulating cultural policies in different areas and screening the appropriate activities. In the review carried out last year, some consultants had already pointed out that their ambit was too limited as it was confined to the tendering of advice and that their expertise was not fully made use of.
I have moved the motion today in the hope that in order to ensure success and effectiveness for the project of venue characterization, the consultants' advice will be incorporated into the Council's decision-making framework.
At the same time, I wish to respond to the report on the Review of District Organizations. The report contains no recommendations at all on the cultural aspect, but we could see from Mr. David Lam's statement that as far as the proposed cultural framework is concerned, there will not be any significant delegation of power to the public. However, the most important thing in the cultural and arts aspects and for that matter, what exactly the public aspire to is the delegation of such power so as to ensure a diversity of cultural activities unaffected by the Central Government's ideologies.
We therefore hope that before the proposed project is implemented, the Council will do something along this line by incorporating the consultants' advice into areas for which venue characterization has been endorsed. We should also move towards the delegation of certain powers so that the views of
