Mr. Chairman, I have brought up the motion today to seek Members' support. I also hope that the motion will be conducive to the direct incorporation of our consultants' advice into the Council's specific programmes of activities. Thank you, Mr. Chairman,
Mr. Christopher Chung Shu-KUN (in Cantonese):—The rationale behind Mr. Wu's motion is to improve the chaotic management and operation of the Council's cultural venues.
The motion is aimed at setting up a task force on matters concerning the management of the Council's cultural venues. With the membership covering the various cultural consultants and Members of the Council, it is hoped that improvement will be made to the management of the venues to make it more fair, open and reasonable.
First, the establishment of a working group would enable specialized studies of the deployment of various venues for different uses and bring about a reasonable system, while the incorporation of the consultants' advice would ensure wider participation in discussions as well as a better understanding and acknowledgement of the needs of artists.
The motion therefore will be very conducive to improving the Council's operation. I hereby second the motion.
MS. ADA WONG YING-KAY (in Cantonese):—Mr. Chairman, I support the motion moved by Mr. Wu.
Characterization of venues is a global trend. In the past, the Council's venues were built on the multi-purposes basis without any unique and identifiable image. It is therefore very meaningful to raise the issue for discussion today, but at the same time I envisage a number of problems. May I name a few as follows:
(1) Characterization of venues must be thorough and uniform both internally and externally. Externally it is very difficult for our multi-purposes buildings, multi-purposes facilities and Urban Services Complexes to achieve characterization because they are linked with the markets, cooked food centres and recreational venues on the lower floors. Could we recommend to the Planning Department in future that all the cultural facilities be thematic in nature, with everything ranging from the architectural hardware to the schedule of accommodation being compatible with the theme, and be provided with adequate space for rehearsal so that the resident performing arts groups may build up
