The Democratic Party therefore wishes to urge the Council, through a motion, to provide sterilization to the existing mechanical ventilation systems and future air-conditioning systems as well as to increase the frequency of cleansing. Such an action would bring about better ventilation to these places with a heavy flow of people.

(3) Mr. CHAN Kwok-leung moved:-
'The Council had carried motions in the past two years that cleanliness of streets after washing and sweeping should be improved. However, cleanliness condition in the urban area has still been criticized during the devastation of avian flu. In the light of this, RESOLVED that the Council re-conduct an overall review of existing street cleansing operation in respect of frequency, manpower, equipment and performance monitoring mechanism, and speed up the establishment of permanent refuse collections points (RCPs) to replace temporary RCPs, and further improve the cleanliness of markets; the Council should also strengthen the monitoring of cleanliness and hygiene condition of food premises and public places licensed by the Council.'
He said (in Cantonese):-Mr. Chairman, at the end of last year, Hong Kong was hit by the unprecedented H5N1 avian flu which is fatal. As the flu is spread by faeces of poultry, improving environmental hygiene is conducive to checking the spread of avian flu as well as other diseases.
The Council has been concerned for the environmental hygiene of the urban area. In recent years, a number of motions were moved by Members at the Public Health Select Committee as well the monthly meetings on improving estate sanitation, stepping up prosecution, expediting the replacement of temporary refuse collection points, increasing the frequency of street washing, promoting hygiene education, prosecuting litter-bugs and increasing the frequency of street washing and sweeping. Nevertheless, in spite of these motions, cleanliness of the urban area is still being criticized. After the outbreak of the avian flu, Chief Executive Mr. TUNG Chee-hwa in a Provisional Legislative Council sitting on 15 January this year pointed out,
