Accordingly, the Council should re-conduct an overall review of existing street-cleansing operation in the areas of frequency, manpower, equipment and performance appraisal mechanism. In particular, attention should be paid to early replacement of temporary refuse collection points and review of the scheme of contracting out cleansing services to avoid over-acceleration which might result in a drop of the service quality.

Lastly, I hope that the Chief Executive, Central Government as well as the Urban Council and Urban Services Department will work closely towards improving the environmental hygiene of Hong Kong in a responsible manner.

With these remarks, I move the motion.
