(2) MR. LEE KWOK-KEUNG moved:—

'In view of the devastation of avian flu, RESOLVED that the Council should study the installation of sterilizer in the air-conditioning and mechanical ventilation systems in markets and step up cleansing of ventilation systems at the Council's facilities concurrently so as to reduce the spread of the disease.'

He said (in Cantonese): My motion today is about the air-conditioning systems in markets. As time is limited, I will briefly describe the motion.

The incident of avian flu has exposed many problems of our markets. I consider that deep concern is now being shown for the cleanliness of the markets. In particular, the Director of Urban Services has paid a number of visits to the markets and instructed that they be cleaned, so that poultry stalls as well as all other stalls are thoroughly cleaned. But my motion is related to sterilization of the air-conditioning systems.

There are now 61 markets being managed by the Urban Council. The majority of them is markets of the old type, where there are no ventilation systems but only fans. Current ventilation systems are mostly mechanically operated. In newly constructed markets, air-conditioning systems are installed. Mechanical ventilation systems are cleaned once every two months, or more in certain months such as summer months. We consider that sterilization for the
