'I would like to ask the following questions concerning the Hammer Hill Road Leisure Pool and the Jordan Valley Leisure Pool:

(a) Since their opening in mid-August 1996, how do the above two leisure pools affect the usage of the Council's other existing pools? For instance, how were the Kwun Tong Swimming Pool, the Morse Park Swimming Pool, the Kowloon Park Swimming Pool and the Tai Wan Shan Swimming Pool affected at the time when the two leisure pools were opened? What is the extent of decrease in the number of users of these standard-sized swimming pools? Have the usage patterns of the Council's swimming pools and leisure pools been reviewed so far? What are the findings about the services provided by the Council's swimming pools and leisure pools? Are the services welcomed by the community at large? Are the usage rates high? Should they be enhanced? How should they be enhanced to encourage citizens to use the Council's swimming pools more extensively?

(b) Since their opening in mid-August 1996, the facilities of the above two leisure pools were severely damaged. During the period, how severely were they damaged? Why was the damage so severe? How were the works supervised at that time? Was the severe damage to the facilities at the two leisure pools immediately after they were opened due to inadequate monitoring by Architectural Services Department? Regarding the damaged facilities and their imperfect design leading to the injuries of users of the facilities, and the situation that it was necessary to call ambulances for the injured, of whom some were not injured slightly, has a review been conducted? What are the findings? Which parties should be held responsible? Have the parties concerned been asked to conduct reviews, make improvements or pay for damages? Have the issues on damage, poor quality and design of works been raised with the contractors concerned? Have the contractors concerned been punished? If yes, what were the punishments?
