Mr. Chan's suggestion for the dissolution of the Environmental Protection Department may be a sign of agitation. In fact, a substantial part of Environmental Protection Department's work may not be within the abilities of the Urban Council or Regional Council. The Environmental Protection Department can do much better there. However, I support closer communication and co-operation with the Environmental Protection Department so that the job can be done better. It is hoped that the Council and the Department, as a major employer and consumer, can set up an environmental protection market through segregation of recovered waste and processing the waste. That is to say, to set up a market through generation, for example generating a buyer's market on the concept of buying or a market that supplies material.
