CHRISTOPHER CHUNG SHU-KUN (in Cantonese): We feel that Mr. TANG's motion is somewhat late because the relevant Select Committee has set up a working group to study the implementation of environmental protection work by the Urban Services Department. We hope that the working group will be able to promote environmental protection work and at the same time keep expenses to a minimum. We therefore want to give conditional support to the motion. Therefore, there is very little we can achieve in respect of overall environmental protection work. The Environmental Protection Department or Planning, Environment and Lands Branch have taken too long to implement the relevant policies, so that we often meet with difficulties when we request systems for refuse handling, recycling, waste reduction or the construction of hi-tech incinerators.

Therefore, Mr. Chairman, if we want to keep pace with time and implement steadfastly environmental protection plans throughout Hong Kong, I have a suggestion to the Central Government. We can consider dissolving the Environmental Protection Department and transferring its work to the two Municipal Councils so that there will be consistency in our policies. If not, one party does one thing in a piecemeal manner and we can't do something which
