carried today, I hope my colleagues will go further to consider the second point raised by Mr. TANG on promotion of the Green Manager Scheme. In fact, the Hong Kong Government started to employ Green Managers in certain departments a few years ago. However, Mr. Chairman, the Green Manager Scheme alone cannot fully and effectively implement measures for environmental protection or conservation of resources. So, both myself and other Members have urged the Department many times before to consider how to apply the green management principle to which other countries have attached importance years ago. The Green Manager Scheme is only a part of the green management principle, so I hope after today's motion is carried, the green management work should not be limited to Green Managers, but the green management principle should also be extended. Mr. Chairman, I support the motion.

MR. FRANCIS TANG CHI-HO (in Cantonese): Mr. Chairman, I would like to thank my colleagues for speaking in support of my motion. In fact, my motion today is just a start. It is the first step that the Department can take. The content of Mr. PAO's speech should be a target for us to attain. As for other colleagues, I think they have spoken from their hearts because in the past, the Urban Council was hand-tied in handling the waste recovery scheme. We could not manage to handle things in the way we wanted. I therefore feel that the feelings of my colleagues are understandable. I would like to thank my colleagues for their support. Thank you.

(3) Ms. ADA WONG YING-KAY moved the following motion:
'RESOLVED that the Council reconsider its role in and resources allocation for sports development, and review the support provided to the public for sports training at the elementary and intermediate level.'
She said (in Cantonese): Mr. Chairman, my motion today concerns sports development. Having checked the record, I found that this is the third time this year that we discuss recreation and sports development. As the result of the last two motion debates, we have set up a Working Group for formulating a five-year plan.
I hope that through today's motion, I will be able to encourage wider discussion and debate on the role of the Urban Council in recreation and
