As such, I hope the Council can consider sending out mobile segregated waste collection vehicles to serve different areas. This will help nurture the city's environmental protection culture.

Lastly, half of Hong Kong's population reside in public estates. If we don't do enough in housing estates, we will not have implemented the green strategy of environmental protection adequately. We should therefore establish co-operation channels with the Housing Department and the Housing Society as soon as possible, so as to implement the segregated waste disposal scheme in our housing estates.

Based on the above reasons, the ADPL supports Mr. Tang's motion. Thank you, Mr. Chairman.

If it isn't our policy, our views will have little bases. Therefore, I call on my colleagues to confirm our direction and our policy. After reaching a conclusion, we can debate on the viewpoints presented by Mr. TANG. For this reason, I have the following points to make.

I think there are two points to make regarding the plan for priority purchase of recyclable material. First of all, the Department should give preference to the purchase of recyclable consumables because a major part of such materials is often consumed in the course of work or in the office. We should pay particular attention to this point.

Secondly, we should give preference to the purchase of equipment and machines that cause less pollution to the environment. We should go in line with the environmental protection policy. If we do so in purchasing material, then I would like to put forth a proposed policy for enforcing the Green Manager Scheme which is linked to the environmental protection management system. I think we need a policy for effective reduction of waste consumption and to make recovery and recycling of waste a policy. We should set up this management system and keep on conducting tests and collecting data for internal promotion. If our try-outs are successful and we have actual experience as our base, we can promote to other government departments or even to private organizations.
