In general, domestic refuse refers to refuse derived from residential households which can also be described as household waste. Thus, all such refuse collected by cleansing workers of private multi-storey residential buildings for delivery to the Department's R.C.P.s is regarded as domestic refuse. Such domestic or household refuse will be accepted at all R.C.P.s during their respective operating hours.

In order to minimise the environmental pollution caused by the operation of R.C.P.s to nearby residents, there are currently 71 purpose-built R.C.P.s equipped with ventilation and de-odorising systems. Of these 71 R.C.P.s, 61 are installed with activated carbon filtration systems and the remaining 10 have water scrubber systems as de-odorising equipment. All new R.C.P.s will be equipped with water scrubber systems as standard provision. Since water scrubbing equipments have proved to be more effective overall, there are also programmes to replace, wherever practicable, installed activated carbon filtration equipment with water scrubber systems,

The Department is therefore meeting its service commitments in respect of R.C.P.s as laid down in its Performance Pledge.

First of all, I don't know if Mr. Joseph CHAN can tell us whether the operating hours until 11.30 p.m. is applicable to all R.C.P.s. As far as I know, within my district, none of the R.C.P.s is able to operate until 11.30 p.m. in the evening, so can Mr. Joseph CHAN confirm this?

Secondly, has the Department ever received any complaints in the past that the R.C.P.s refused to accept refuse when they were delivered to the R.C.P.s?

Thirdly, as far as I know, 34 R.C.P.s still don't have any sort of filtration system whatsoever, is there any programme to improve on this situation? Besides, 61 R.C.P.s have installed the activated carbon filtration system which has now been proved to be not the most effective de-odorising system. Is there any plan to replace that by the water scrubber system?

The first question is, will all R.C.P.s operate until 11.30 p.m.? The answer is 'No'. In the reply I just said that only some of the R.C.P.s operate until 11.30 p.m. and at present there are 42 R.C.P.s (or 20%) providing service until 11.30 p.m.. As to whether there are R.C.P.s within Mr. Kam's district which operate until 11.30 p.m., the answer is 'yes'. There are 8 R.C.P.s which operate until 11.30 p.m. in Western District; in Central district there are 4. I am not going to mention the names of all those R.C.P.s, but I will provide Mr. Kam with the names after the meeting if necessary.

Under the current policy, R.C.P.s in busy areas will operate until 11.30 p.m., and the R.C.P.s must accept all refuse delivered to them during the opening hour.
