MR. KAM NAI-WAI asked the following question (in Cantonese):- According to the Performance Pledge of the Urban Services Department, under the item 'cleansing' operating hours for refuse collection points in busy areas will be extended to 11.30 p.m., and domestic refuse will be accepted at all refuse collection points during operating hours. I would like to ask:

(a) Pursuant to the Pledge, how many refuse collection points in Hong Kong will be in operation up to 11.30 p.m.?

(b) Among the above refuse collection points, how many are closed and cease to provide services before 11.30 p.m.?

(c) What is the definition of domestic refuse? Is the refuse collected by cleansing workers of private multi-storey residential buildings regarded as domestic refuse?

(d) Is there any plan to install ventilation and filtration system at the existing refuse collection points in Hong Kong to improve the situation of environmental pollution?

(e) Have the cleansing services of Urban Services Department met the standards set in the Performance Pledge?

MR. JOSEPH CHAN YUEK-sut, Chairman of the Public Health Select COMMITTEE, replied as follows (in Cantonese):— This question concerns the collection of refuse and the operation of refuse collection points in relation to the Urban Services Department's Performance Pledge.

At present, the Department operates 105 purpose-built R.C.P.s and 105 temporary R.C.P.s. They are strategically located in such a way that the vast majority of residential buildings are within 500 metres of an R.C.P.. R.C.P.s are normally in operation from 7.00 a.m. to 3.30 p.m. Operating hours for R.C.P.s in busy areas may be extended to as late as 11.30 p.m. At present, U.S.D. has 42 R.C.P.s (or 20%) in operation and providing services to the general public until 11.30 p.m.
