However, if the refuse is delivered after the opening hours or if the R.C.P. is already closed, then of course the refuse cannot be accepted. There may be cases where people just leave the refuse outside the R.C.P.s when they are already closed.
About the water scrubber system, it has been agreed that the new water scrubber system is the best de-odorising system and should replace the activated carbon filtration system. We have a phased programme to replace the installed activated carbon filtration equipment by the water scrubber system. For R.C.P.s that don't have any filtration systems, we have plans to install the new water scrubber system there. For newly built R.C.P.s, water scrubber systems will definitely be installed as standard provision.
MR. KAM NAI-WAI (in Cantonese):-I think Mr. Joseph CHAN may have misunderstood my question. I know that some R.C.P.s will not operate until 11:30 p.m. in the evening. I am talking about R.C.P.s that have clearly stated operating hours until 11:30 p.m.. I would like to know whether this Council know if they will really operate until that hour. But I can tell you that by 9:00 p.m. or 10:00 p.m. in the evening, these R.C.P.s are already closed. There are no cleansing workers there. This is the first question. I hope Mr. CHAN can understand my question.
The second question is, is there already a schedule to equip all R.C.P.s with water scrubber system? I hope I can have more definite answers from Mr. Chan.
Mr. Joseph Chan Yuek-sut (in Cantonese):—If the operating hours are stated there and yet the R.C.P. is closed earlier, it is a problem with the management. But I don't have such information with me at the moment. If Mr. Kam has any information, I hope he will pass the information to the Department directly or pass it to me so that we can ask the Department to look into the matter through the Public Health Select Committee. This can also be done by me.
As I have said previously, for the R.C.P.s which are still equipped with activated carbon filtration systems, we have a phased programme to replace that by water scrubber system. As to whether there are any R.C.P.s not installed with such systems, according to the information I have in hand, all R.C.P.s are equipped with such new system. If Mr. KAM is aware of the existence of some R.C.P.s that are not equipped with this system, please let us know so that we can install it. For newly built R.C.P.S, they are definitely equipped with such a system as standard provision.
1. MR. JOSEPH LAI CHII-KEONG asked the following question (in Cantonese):- This Council has a large number of buildings, gardens and facilities in different districts, many of which could be located at or near dangerous slopes. As citizens frequently use these urban facilities, injury to persons and damage to property could occur if there are landslips in such locations, thus adequate inspections are essential.
