The Select Committees also agreed that a lead time be given to schools and the Hong Kong Amateur Athletic Associated to allow them to secure
budgetary provision for the next financial year. The existing concessions will be maintained until 31 March 1991.
In making this amendment the opportunity is also taken to improve clarity in the existing Schedule of the By-law on concessionary rates for the elderly on the use of squash courts, tennis courts, and indoor games hall facilities.

'RESOLVED that the Slaughterhouse (Urban Council) By-laws 1990 be made under section 77 of the Public Health and Municipal Services Ordinance, Cap. 132.'
He said (in English):—Mr. Chairman, as Chairman of the Public Health Select Committee, I rise to move the motion standing in my name:
'RESOLVED that the Slaughterhouse (Urban Council) Bylaws 1990 be made section 77 of the Public Health and Municipal Services Ordinance, Cap. 132.'
The purpose of these new bylaws is to provide for licensing and control of slaughterhouses other than public slaughterhouses in the Urban Council area. The enactment of these bylaws is necessary as the Kennedy Town Abattoir will be privatised on 16 November 1990 and will become a private slaughterhouse with effect from the same date.
The proposed bylaws comprise altogether 9 parts. The purpose of each and the more significant provisions contained therein are as follows:
Part 1 covers preliminary matters such as the appointment of authorized officers, the charging of examination fees and maintenance of registers in respect of food animals and carcasses examined.

Part II is related to the licensing of a slaughterhouse. It sets out the application requirements and the licence fee payable to the Council for the issue and annual renewal of a licence.
Part III contains provisions to regulate and control admission of live animals into a licensed slaughterhouse for the purpose of slaughter. Bylaw 14 stipulates that the licensee cannot refuse admission of a food animal unless there is insufficient lairage available or other lawful excuse. Bylaw 15 empowers an authorized officer to segregate animals suffering from disease, contamination or injury. Bylaw 17 forbids the removal of live animals from a slaughterhouse except with the permission of an authorized officer.
Part IV deals with slaughtering and examination of animals in a slaughterhouse. Bylaw 18 provides for the method of killing and empower the Council to authorize the slaughter of a food animal by other method specially required by a religion. Bylaw 20 provides that no person shall be refused slaughtering services during the operating hours of a licensed slaughterhouse. Bylaw 21 provides for the examination of carcasses and empower an authorized officer to detain or destroy the carcasses and offal which in his opinion is unfit for human consumption.
Part V provides for the marking and transportation of dressed carcasses and offal fit for human consumption. Bylaw 24 empowers an authorized officer to seize, detain and destroy carcasses and offal which contravene the bylaws under this part.
Part VI sets out the requirements relating to a slaughterhouse in respect of lighting, maintenance of drains and general cleanliness of the premises.
Part VII provides for the collection and disposal of dead animals, condemned meat and offal and animal waste matter. Bylaw 29 specifies the licensee's duty in respect of such disposal while bylaw 31 provides that an operator shall only carry out the disposal at places and by methods in accordance with directives given by the Council.
Part VIII provides for the maintenance of order in a slaughterhouse. Bylaw 32 requires outsiders to apply to the slaughterhouse management for entry permits for himself and his vehicle. It also requires the person issued with an entry permit to affix the appropriate entry permit to his outer clothing or the windscreen of the vehicle while he enters, remains or takes a vehicle into a licensed slaughterhouse. To protect the general interest of persons who require access into a licensed slaughterhouse on business, Bylaw 33 prohibits the refusal of issue and cancellation of entry permit without the written consent of an authorized officer. Bylaw 34 provides that every person working in a licensed slaughterhouse shall obey every lawful order given by the licensee or by an authorized officer.
Part IX provides for criminal sanctions for the breach of various bylaws and for the consequential amendments to the Abattoirs (Urban Council) Bylaws.
