HONG KONG URBAN COUNCIL

CHAIRMAN (In English):-In any case, Mr. BERNACCHI's question will be referred to the Select Committee and appropriate measures taken.

MR. BERNACCHI (In English):-Thank you.

(5) MR. JOHN MACKENZIE asked the following question (In English):

To what extent have the recommendations of the Hong Kong Island Beach Sub-committee been implemented, particularly in reference to extension of swimming areas; provision of additional rafts; development of adequate toilet, changing and shower facilities at Repulse Bay; and provision of permanent toilet facilities at Big Wave Bay? May we have assurance that these improvements will be available before the coming summer swimming season?

May a suitable date also be arranged for demonstration to Members of the Council of the new beach cleaning equipment to be introduced this summer?

MR. PETER P. K. LO replied as follows (In English):-

Mr. John MACKENZIE asks what action has been taken on the recommendations of the Hong Kong Island Beach Sub-Committee whose report was submitted in December last and approved by the Select Committee at its meeting on 19th January this year.

The answers to his questions under several heads are as follows:

(1) Extension of swimming areas. As suggested in the report, the boom line at Deep Water Bay beach has been extended about 50 yards to the east and the one at Repulse Bay 30 yards each to the east and west in order to provide more space for swimmers.

(2) Provision of additional rafts. The Committee recommended that, in all, four more rafts be provided; one each at Deep Water Bay and Shek O and two more at Repulse Bay. Two rafts were ordered last month and an application will soon be made to purchase the further rafts required.

(3) Development of adequate toilet, changing and shower facilities at Repulse Bay. These necessary additions can only be provided if the use of an area of private land behind the beach can be negotiated. Enquiries to this end have begun.

(4) Provision of permanent toilet facilities at Big Wave Bay. This item is included in the list of additional beach buildings now in Category D of the Public Works Programme. Working drawings are now well in hand.

In answer to the second part of Mr. MACKENZIE's question, it will not be possible to ensure completion of all these items before the current swimming season. Action on extending swimming areas has been completed, and it is hoped to have two extra rafts and to complete the beach building in the course of the season; but it is still too early to say whether improvements can be effected at Repulse Bay.

Finally, the Beemer Beach Cleanser is expected to arrive this month, and arrangements will be made thereafter to invite Members to a demonstration.

MR. MACKENZIE (In English):-Mr. Chairman, I am not pursuing the line of questioning; but may I have the assurance, Sir, that the incoming Recreation & Amenities Select Committee will give early and effective consideration to the several recommendations which were put forward by the Sub-Committee on which Miss Yeung and myself spent considerable time and recommendations which, in fact, should have been effective by this coming summer season?

MR. LO (In English):-We will certainly give this matter early consideration and I hope it will be effective.

(6) MISS CECILIA L. Y. YEUNG asked the following question (In Cantonese):-

Is it possible for this reconstituted Urban Council to receive donations from the Jockey Club and other public bodies for financing capital projects?

MR. B. A. BERNACCHI, CHAIRMAN OF THE FINANCE AND GENERAL PURPOSES SELECT COMMITTEE, replied as follows (In English):

The answer to Miss YEUNG's question is “Yes”. Section 25(e) of the Urban Council Ordinance permits the Council to
