MISS YEUNG (In Cantonese):- Mr. Chairman, as far as the financial aspect is concerned, aside from voluntary donations, can we invite them also, because the question does not include our invitation to them?
MR. BERNACCHI (In English):- Would Miss YEUNG please repeat the question? (Laughter).
MISS YEUNG (In Cantonese):- Section 25 states that we can accept donations from them, but aside from voluntary donations can we ask organizations or invite them to donate?
MR. BERNACCHI (In English):- I think the answer is yes. drawing a distinction between voluntary donations offered to us and I think that if our going out to ask voluntary donations from them, we have power to accept, we have implicit power to invite, so the answer is still “yes”.
CHAIRMAN (In English):- The question raised by Miss YEUNG is one that is already exercising the attention of some Members of this Council, and will no doubt be considered by the new Finance Committee.
MOTION
THE CHAIRMAN, Urban Council, moved the following motion:-
"RESOLVED-
(i) Under Section 35 of the Urban Council Ordinance that the persons whose names are set out in the first column of the attached Schedule shall be the members of the Select Committees detailed for the period up to the commencement of the first meeting of the Urban Council in April 1974, except that Messrs. R. H. LOBO, H. M. G. FORSGATE, Kenneth T. C. Lo, Lo Tak-shing and WONG Shiu-cheuk, whose respective terms of office as Appointed Members expire on 31st March, 1974, shall be members of the relevant Select Committee until that date.

(ii) Under Standing Order 6(2) that the Chairman and Vice-Chairman of each Select Committee shall be as set out in the first column of the attached Schedule for the period up to the commencement of the first meeting of the Urban Council in April 1974, except that Messrs R. H. LOBO, H. M. G. FORGATE, Kenneth T. C. Lo and Lo Tak-shing, whose respective terms of office as Appointed Members expire on 31st March, 1974, shall be Chairman/Vice-Chairman of the relevant Select Committees until that date.
(iii) Under Section 36(1) of the Urban Council Ordinance that the powers and functions of the Council as set out in the second column of the attached Schedule be delegated to the Select Committees shown in the first column for the period up to the commencement of the first meeting of the Urban Council in April 1974.
(iv) Under Section 36(1) of the Urban Council Ordinance that the powers of the Council under Section 35 of the Ordinance to change by appointment or removal the personnel of each Select Committee be delegated to that Select Committee:
Provided that each such change shall be reported to the Council at its next meeting."
He said (In English):- The motion standing in my name under 4(1) involves the terms of reference, the appointment of Chairmen and Vice-Chairmen and also the composition of the Select Committees for the year 1973-74. The terms of reference have been agreed upon by the respective committees. The selection of Chairmen and Vice-Chairmen has been approved by the Standing Committee of the Whole Council. The membership of our select committees is by free choice of our Members, even though some Appointed Members may not agree. (Laughter). Nevertheless, there has been absolute discretion on the part of members to select the committees they wish to serve on. So, I now beg to move the adoption of the motion standing in my name.
MR. HILTON CHEONG-LEEN (In English):- Mr. Chairman, I rise to second this motion.
