MR. HU (In English):-Mr. Chairman, may I ask one supplementary? Could Mr. NG tell the Council what are the basic requirements of the Council before they could obtain the licence?
MR. NG (In English):-Mr. Chairman, if Mr. Hu wants to have a set of the basic requirements after the modification, it is in the hands of the Secretary. I am sure you can be supplied with one any time.
MR. PETER C. K. CHAN (In English):-Mr. Chairman, since the food caterer who will be fading out of business very soon, within one year, can these basic requirements be supplied to them through their respective organization or representative so that they know that there are basic requirements; how to get them and how to implement them?
MR. NG (In English):-Mr. Chairman, the staff of the Urban Services Department are there to assist anyone who wants to make application any time, and I am sure if anyone wants to have a set of the basic requirements, it could be supplied.
MR. CHAN (In English):—Mr. Chairman, can you get this assurance from the department that this assistance will be given to the food caterer when required and called upon?
MR. NG (In English):-Mr. Chairman, I am sure that could be done.
MISS CECILIA L. Y. YEUNG (In Cantonese):—Mr. Chairman, I would like to know, before the new regulations are put into force, are illegal caterers provided with the Government's regulations. Can Government delay this action?
MR. NG (In English):-Mr. Chairman, I think the Urban Services Department staff have been instructed not to proceed with prosecutions unless there are some very basic requirements that are causing immediate dangers to health.
MR. HU (In English): -Mr. Chairman, may I just ask the assurance from the department that some positive measures could be taken by the department so that the food caterers could know what the basic requirements are before they can get the licence. I think, Mr. Chairman, that is the thing which we should do probably.
MR. NG (In English):-Mr. Chairman, I don't understand what Mr. Hu means by positive action.
MR. HU (In English):-Instead of sitting in the office to be approached, probably, assurance could be given to me that we should go on to hand out the requirements to the food caterers so they could improve themselves.
MR. NG (In English):-Mr. Chairman, I think I need notice of this question.
CHAIRMAN (In English):-In any case, Mr. Hu, I believe the assurance is implicit in an answer previously given that these basic requirements are available. The extension that you wish to introduce will be considered by the Select Committee and presumably implemented by the department.
MR. HU (In English):-Thank you, Mr. Chairman, but I really hope that there is something we can do for their benefit.

(4) MR. B. A. BERNACCHI asked the following question (In English):-
I have had a complaint about a man begging for money in the City Hall Garden. In view of the public assistance service provided by the Social Welfare Department what steps are being taken to prevent begging in premises under the Urban Council control such as the City Hall Garden?
MR. KENNETH T. C. Lo, CHAIRMAN OF THE CULTURAL AFFAIRS SELECT COMMITTEE, replied as follows (In English) :-
This question concerns a complaint about a man begging for money in the City Hall Memorial Garden.
This appears to be an isolated case as beggars have not been in evidence in the City Hall grounds. However, a notice has been put up in the Garden requesting members of the public to report any begging to the Management. The staff have also been alerted and will remove any person soliciting alms in the City Hall grounds.
MR. BERNACCHI (In English):-Mr. Chairman, my question, in fact, refers to any premises under the control of this Council. Is there any indication of begging in any of our parks for instance?
MR. Lo (In English):-The question mentions the City Hall Garden. If Mr. BERNACCHI wants to extend the question to parks and playgrounds and so on, perhaps he could ask it at the next meeting.
