As this Council has been actively engaged in the promotion of recreational activities for the benefit of the general public, can the Chairman advise the Council the role to be played by the Council in the coming Festival of Sports to be held in March 1974.

Mr. Chairman, this question concerns the Urban Council's participation in the coming Festival of Sports.

I cannot say exactly what the Council's role is likely to be in this festival, as no written communication has been received on the subject. I can conjecture that the Council will be asked to participate by way of making as many of its recreation facilities available as is possible, and in this regard my colleague, Mr. T. C. Lo, the Chairman of the Recreation and Amenities Select Committee, will be as interested as I in receiving details of the festival.

Our fullest support for it, and for anything of like nature is, of course, assured.

HU (in English):- Mr. Chairman, I think the Department is already fully aware of the details of the Festival and I think the Department has already received applications for the booking of the Mong Kok Stadium, but my question is: is the Council prepared to take the initiative in finding out from the organizing committee of this Festival of Sports in what way we can help them? And my second point is if we receive requests from them, are we prepared to offer them management and financial assistance?

The off-street collection point at 281 Reclamation Street was observed to be in a deplorable condition during a J.P. visit made by me on the 21st November, 1973. Suggestions to improve the capacity, appearance and efficiency of this essential facility were made to the U.S.D. representative.

What steps have been taken to implement these suggestions?

DR. DENNY M. H. HUANG, CHAIRMAN OF THE ENVIRONMENTAL HYGIENE SELECT COMMITTEE, replied as follows (in Cantonese):

Mr. Chairman, I am happy to see that my colleague takes such a keen interest in matters of environmental hygiene. His suggestions to improve the off-street refuse collection point at 281 Reclamation Street were most useful, and steps taken to improve matters since his visit include: (a) levelling and paving the ground surface of this refuse collection point with a fresh layer of concrete;

(b) renovating the wooden fence and storage sheds; (c) ensuring that no sorting of refuse is done by the labourers other than separation of incombustible articles and bulky junk;

(d) requesting permission for a standpipe to be installed in the collection point to facilitate daily washing and cleansing of the area.

I take this opportunity to assure Mr. Forsgate that the situation is much improved since his visit, but as this refuse collection point is allocated only on a temporary basis, it is not advisable to spend too much money to completely renovate and reconstruct the point.

As regards the suggestion for using the adjacent vacant site next to the China Light and Power Sub-station to extend the existing collection point, this is a piece of private land and cannot be obtained for such a purpose.

Finally, I would like to inform Mr. Forsgate that I have instructed the U.S.D. Cleansing Division to ensure that all off-street refuse collection points are kept as reasonably clean and tidy as possible.
