MR. KENNETH T. C. LO (in English):- Mr. Chairman, there are suggestions that swimming pool complexes be built at the locations mentioned by Mr. MACKENZIE, but they are not yet finalized, and there are no definite proposals yet.
MR. JOHN MACKENZIE (in English):- Might I then revert, Sir, to my previous question? Could this Council formulate a positive building programme of swimming pool construction.
MR. KENNETH T. C. LO (in English):- There are various difficulties, Mr. Chairman. One is, first of all, to get the site allocated before, and until that is done, of course, no definite plan can go forward.
MR. LO TAK-SHING (in English):- Particularly with regard to the ten million dollar promised donation, I would like to have outlined reasons for retaining the Public Works Department for the proposed planning and construction and not, for example, investigating the possibility of employing architects in private practice.
MR. KENNETH T. C. LO (in English):- As I think I have indicated in my answers to Mr. MACKENZIE's previous questions, I do not think going out to a private architect would necessarily expedite matters.
MR. P. K. NG (in English):- Mr. Chairman, in view of the large number of swimming pools waiting to be built, is it possible to discuss with the Public Works Department or any other architects about producing standard typical plans so that we can save manpower in the planning and in the quantity surveying, and also the money, but especially saving in the time?
MR. KENNETH T. C. LO (in English):- I shall certainly take up that suggestion in the Committee.
MR. B. A. BERNACCHI (in English):- Mr. Chairman, as Chai Wan is in my ward area, (laughter) could I be invited to any meeting of the Recreation and Amenities Select Committee that discusses the swimming pool in Chai Wan?
MR. KENNETH T. C. LO (in English):- Certainly, Sir.
MR. PETER P. K. NG (in English):- Mr. Chairman, similarly, can I ask for the same privilege concerning the swimming pool at Aberdeen since it is my ward?

(2) MR. JOHN MACKENZIE asked the following question (in English):—
Beach Amenities
I refer to outstanding and urgent amenities for urban beaches which have been in Category "D" of the Public Works Programme for several years, namely:
changing rooms and showers at Repulse Bay, Shek O and Big Wave Bay Beaches;
beach buildings at Stanley, Middle Bay and South Bay Beaches
all of which are a charge to Government funds.
May I enquire if all, or most, of these amenities will be constructed by Public Works Department for use by the public during the 1974 swimming season?
If the answer is in the negative, will the Council consider my recommendation that outstanding items be put out to public tender for construction at the earliest possible date at Government expense?
MR. KENNETH T. C. LO, CHAIRMAN OF THE RECREATION AND AMENITIES SELECT COMMITTEE, replied as follows (in English):
Mr. Chairman, this question concerns the progress in building changing rooms and showers at Repulse Bay, Shek O and Big Wave Bay Beaches, and the construction of beach buildings at Stanley, Middle Bay and South Bay.
The Public Works Department assures me that construction work on five of these six building items will start this year and, subject to no unforeseen delays, they should be completed for use by the public during the 1974 swimming season.
and These are: changing rooms showers at Repulse Bay, Shek O and Big Wave Bay, and beach buildings at Middle and South Bay. The beach building at Stanley Main Beach will take a little longer to complete because of the need to demolish two existing bathing sheds before the site can be made available for use.
In view of this assurance, I think you will agree that it would be premature to consider the alternative suggested in the latter part of Mr. MACKENZIE's question.
