There are no doubt many refuse collection points which are on a temporary basis. Will Dr. HUANG and his Committee look into this matter, and make better provision for those which are likely to remain temporary for a longer time?

DR. DENNY M. H. HUANG (in Cantonese):-Mr. Chairman, I would like to make temporary collection points very clean and permanent. Actually two years ago, I wanted to renovate 54 collection points which are temporary because this renovation work can be quickly done. The Environmental Hygiene Select Committee and the "Keep Hong Kong Clean" Campaign Committee members have also stressed that this sort of construction work should be expedited.

MR. B. A. BERNACCHI (in English): To add to Mr. LOBO'S supplementary question, I would like to ask the Chairman of the Environmental Hygiene Select Committee how long has the collection point at No. 281, Reclamation Street been in existence already?

DR. DENNY M. H. HUANG (in Cantonese):-Mr. Chairman, I cannot answer this question, and I have got to make enquiry from the Urban Services Department.

MR. LO TAK-SHING (in English):-I gather that some time ago the Department, Mr. Chairman, has studied the possibilities of improving the mechanical aspects of our rubbish collection. No doubt this relates also to the question of temporary as well as permanent off-street refuse collection points. May I take this opportunity to ask the Chairman of the Environmental Hygiene Select Committee what progress has been made with regard to the idea of improving mechanical means of refuse collection?

DR. DENNY M. H. HUANG (in Cantonese): --Mr. Chairman, regarding mechanization of refuse collection, my Committee has had detailed discussions on this suggestion, especially with Mr. MACKENZIE. Regarding the details, I am happy to present my report to Mr. Lo Tak-shing.

MR. KENNETH T. C. Lo (in English):-Mr. Chairman, may I ask the Chairman of the Environmental Hygiene Select Committee how much longer this temporary refuse collection point is expected to be used as such?

DR. DENNY M. H. HUANG (in Cantonese):—Mr. Chairman, as I said just now, I hope these temporary collection points can be put out of use because I hope the permanent refuse collection points can be put in use, but the problem of finding a site and also the construction work by the Public Works Department is very difficult, so although one can hardly believe that the little work that has to be done is delayed, at present I am asking the Public Works Department to expedite work so that a lot of construction work can be done at the same time. Also I hope this Council will ask the Government whether we can ask private contractors and architects to do the work, so that work on the private refuse collection points should be done simultaneous with the "Keep Hong Kong Clean" Campaign.

MR. HILTON CHEONG-LEEN (in Cantonese):-Mr. Chairman, how many collection points have we got at the moment?

DR. DENNY M. H. HUANG (in Cantonese):-If I remember correctly, there are more than 100 collection points. If I had notice of this question, I can get the exact number for Mr. Hilton CHEONG-LEEN.

HUANG (in Cantonese):-At the moment, our ideal is to find permanent collection points because with temporary collection points we do not want to spend more money on renovating them, which would be wasting money if these sites are taken back by the Government. But as I mentioned, finding sites is a very great problem and also I have to have the co-operation of the Public Works Department in order to get all the required number of collection points. Also, I want to stress that permanent collection points are what we want.

MR. HILTON CHEONG-LEEN (in Cantonese): Mr. Chairman, to increase the number of permanent collection points, can we gear this to the final and exact needs of this Department?
