Urban Council Public Libraries
12. (a) To maintain and further strengthen existing library services for the public by:
(i) acquiring about 10,000 new books for the City Hall, Waterloo Road Branch and Aberdeen/Pok Fu Lam Branch Libraries;
(ii) continuing the building up of basic stock for Yau Ma Tei Branch and Ping Shek Branch Libraries;
(iii) acquiring the microfilms of leading local Chinese newspapers;
(iv) stimulating greater and better use of library facilities particularly by young readers through book exhibitions, story hours, organized school visits to libraries, radio talks, publication of book lists, etc.;
(v) further development of the inter-library loan service with other local libraries.
(b) To appraise the cost of operation of each existing library;
(c) To reassess the needs for library services in the urban area and the level of services to be provided;

(d) To clarify the authority for operation of students' study rooms.
RESETTLEMENT
13. (a) To continue to press for more resettlement estates to be built;
Hygiene
(b) To continue to press for the relief of overcrowding in estates and for the modernization of Mark I and II estates;
(c) To continue to press for the provision of adequate commercial and community services for residents in all estates and generally to improve staff/tenant relationship;
(d) To review policies for estate management and to determine their relevance to current conditions;
(e) To improve the standard of management and to give the maximum support to the estate staff in the day-to-day management of the estates for the benefit of the community;
(f) To support the firm application of policy in the estates for the benefit of the estate community as a whole.
HYGIENE DIVISION
14. (a) To continue to co-operate with the Labour Department in the implementation of air pollution control policy.
(b) To advise and co-operate with the Resettlement Department in matters concerning the environmental hygiene of Resettlement Estates, Squatter Areas and Resite Areas.
(c) To abate sanitary nuisances by continuing routine house inspections and inspections of building sites.
(d) To continue the daily chlorination of public wells.
(e) To continue to prevent breeding of mosquitoes and flies in the urban areas.
(f) To control insects and animal pests which endanger public health.
(g) To press for the elimination of pig breeding from the urban areas, in the interests of public health.
(h) To assist in every way to keep Hong Kong clean.
