Infectious Diseases

HONG KONG URBAN COUNCIL

15. (a) To continue to assist the Medical & Health Department in the control of infectious diseases.

(b) To continue to investigate outbreaks of food poisoning.

(c) To continue regular checks on the chlorination and storage of water in food premises.

Ventilation

16. (a) To continue periodical checking of ventilation, including air conditioning, in scheduled premises.

(b) To finalize amendments to the principal Ordinance to ensure more efficient control of ventilation systems in scheduled premises.

Health Education

17. (a) To sponsor health campaigns and other education activities to promote health education with the support of Government departments and voluntary organizations.

(b) To promote health education among school children by organizing health education competitions, contests and other activities in schools with the support of the Education Department and voluntary agencies.

(c) To organize health training courses for members of the general public, particularly among the youth groups.

(d) To organize specialized courses on public health among personnel in the food and catering trades, etc.

(e) To encourage greater public participation in the health education work of the Council.

(f) To provide such information or assistance as may be requested by Government departments and voluntary groups in the carrying out of health education activities.

(g) To maintain a programme of training more health inspectors for professional health education work abroad and to ensure that an adequate number of inspectors qualified in health education will be available to implement the health education policy of the Council.

Food Hygiene

18. (a) To continue to improve the methods of enforcement of the bylaws and regulations relating to food control, maintaining close liaison with other departments to achieve this purpose whenever necessary, and to explore into the field of additives and contaminants in food with the aid of the improved facilities of the Government Laboratory.

(b) To keep under review the legislation relating to the control of food in the light of developing food technology and of research in food science.

(c) To continue co-operation with other Government departments concerned with the control of food imports and exports to ensure that Departmental procedures do not conflict and that efficiency is maintained. In addition, to place particular emphasis on the need for proper health standards of foodstuffs destined for export.

Food Premises

19. To raise the standard of hygiene in all food premises by:

(a) Continuing to enforce compliance with the Public Health and Urban Services Ordinance, Cap. 132, and Subsidiary Legislation in so far as it relates to food premises.

(b) Processing all applications for licences by a Central Licensing Unit to ensure that licences are granted as rapidly as possible and to review, expedite and improve the licensing procedure;

(c) Continuing to exercise strict control over the use of vending machines for the sale of food and drinks.

(d) Working closely with the Resettlement Department, Housing Authority and/or the Architectural Office, Public Works Department, in improving the design of food premises in the new estates and housing projects.

(e) Intensifying prosecutions of unlicensed or unhygienic food premises and taking such action as may be practicable to prevent such premises from conducting illegal or unhygienic food businesses.

CLEANSING DIVISION

City Cleansing and Refuse Collection

20. (a) To continue to provide Hong Kong with effective street cleansing, refuse collection, public convenience and conservancy services to cope with changing conditions, and to ensure the implementation of the agreed policy on incinerator construction, provision of alternative sites for disposal of refuse by controlled-tipping, construction
