(b) To seek the necessary staff and resources to enforce more effective hawker control, particularly with regard to better orderliness and cleanliness in hawker areas.
(c) To continue to press for the provision of land for the creation of off-street hawker bazaars and sites for markets.
(d) To ensure that those affected know and understand better the aims of the Council's policy and the requirements of the law.
8. (a) To continue to press for the reprovisioning of existing markets wherever this is necessary and for the construction of new markets with modern facilities in accordance with the changing needs of the urban areas.
Abattoirs
(b) To secure maximum efficiency in the management of markets by strengthening the Public Market By-laws and the tenancy agreement, reviewing the level of rents and introducing a staffing structure specifically geared to its management role.
(c) To ensure that all markets are clean and hygienic.
(d) To continue to press, in conjunction with the Housing Secretary, for the urgent establishment of marketing facilities for both new and existing resettlement estates and to advise the Housing Secretary as necessary in matters relating to the setting up and management of these markets.
(e) To continue the planned research programme into the retail marketing needs of the urban areas, examining in particular the changing pattern of consumer demand, the trend towards bulk delivery and distribution of market commodities and the facilities provided by food hawkers and fresh provision shops, in order to obtain a basis for the efficient planning and design of market facilities.
(f) To continue to foster understanding and co-operation with dealers in the market business and with Government departments in the planning and improvement of marketing facilities.
9. (a) To continue to ensure that the abattoirs at Kennedy Town and Cheung Sha Wan are run in accordance with the highest standards of hygiene and efficiency.

(b) To carry out the further mechanization and expansion programmes of the existing abattoirs and by-products plant as recommended by the Abattoirs Working Party with a view to minimizing labour costs, maximizing overall efficiency and productivity.
(c) To keep under continual review the possibilities of promoting the use of refrigeration in the local meat industry so that, at a later stage, the need for an increase in storage space for artificially cooled meat in the abattoirs may be considered.
(d) To continue in-service training to ensure a constant supply of skilled butchers.
(e) To expedite forward planning of the new abattoir at Yau Tong to meet the requirements of the expanding population in the urban areas.
(f) To hand over the meat delivery service in Kowloon to private enterprise but to retain that on Hong Kong Island and to compare the merits and demerits of the two distinct systems functioning simultaneously, as recommended by the Abattoirs Working Party.
CULTURAL SERVICES DIVISION
City Hall and the Performing Arts
10. (a) To increase the accessibility of the performing arts to the public especially for young people by organizing more cultural performances of Western and Chinese music, dance and drama by local and international artists at low admission prices.
(b) To continue to promote the image of the City Hall as the cultural centre of Hong Kong by means of suitable publicity on the wide range of cultural functions now taking place at the City Hall.
(c) To press for an expansion of cultural and civic facilities similar to those provided at the City Hall by building a Kowloon Civic Centre.
(d) To continue improving the existing facilities in the City Hall.
City Museum and Art Gallery
11. (a) To continue to press for an early decision on the site for a new Museum building and for its speedy construction.
