To maintain close contact with the Judiciary in the prosecution of hawker offences so that more realistic results can be obtained.
8. (a) To continue to press for the reprovisioning of existing markets wherever this is necessary and for the construction of new markets with modern facilities in accordance with the changing needs of the urban areas.
(b) To secure maximum efficiency in the management of markets by strengthening the Public Market By-laws and the tenancy agreement, reviewing the level of rents and introducing a staffing structure specifically geared to its management role.
(c) To ensure that at all times conditions in and around all markets are satisfactory in regard to general cleanliness and food hygiene.
(d) To continue to press, in conjunction with the Commissioner for Resettlement, for the urgent establishment of modular markets in both new and existing resettlement estates and to advise the Commissioner for Resettlement as necessary in matters relating to the setting up and management of these markets.
(e) To continue the planned research programme into the retail marketing needs of the urban areas, examining in particular the changing pattern of consumer demand, the trend towards bulk delivery and distribution of market commodities and the facilities provided by food hawkers and fresh provision shops, in order to obtain a basis for the efficient planning and design of market facilities.
(f) To continue to foster understanding and co-operation with dealers in the market business and with Government departments in the planning and improvement of marketing facilities.
Abattoirs
9. (a) To continue to ensure that the new abattoirs at Kennedy Town and Cheung Sha Wan are run in accordance with the highest standards of hygiene and efficiency.
(b) To examine the possibilities of further mechanization in the Kennedy Town and Cheung Sha Wan Abattoirs with a view to cutting labour costs and increasing overall efficiency and to implement such further mechanization wherever feasible.

(c) To keep under continual review the possibilities of promoting the use of refrigeration in the local meat industry so that, at a later stage, the need for an increase in storage space for artificially cooled meat in the new abattoirs may be considered.
(d) To continue in-service training of staff to ensure a constant supply of skilled butchers.
(e) To keep in view the need for further abattoirs to meet the requirements of the expanding population in the urban areas and to initiate action on the planning of such abattoirs.
(f) To review the Abattoirs meat van delivery service.
CULTURAL SERVICES DIVISION
(a) To press for Government approval of the building of a Kowloon Civic Centre.
(b) To increase the accessibility of the performing arts to the public especially among the young people by organizing more cultural performances of Western and Chinese music, dance and drama by local and international artists at low admission price.
(c) To continue to promote the image of City Hall as the cultural centre of Hong Kong by means of suitable publicity on the wide range of cultural functions now taking place at the City Hall.
(d) To continue to encourage maximum usage of the City Hall facilities by the general public.
(e) To continue improving the existing facilities in the City Hall.
Urban Council Public Libraries
11.
(a) To prepare for the opening of the Ping Shek Library with a view to establishing it within the year.
(b) To press for the opening of the Gramophone Record and Tape Library in the City Hall Library.
(c) To strengthen and expand library services for the public by:
(i) acquiring some 20,852 new books for the City Hall and Waterloo Road Branch Libraries;
