RECREATION AND AMENITIES DIVISION

Public Open Space

1.

(a) To seek the provision of adequate local open space simultaneously with all new housing development schemes.

(b) To seek the early provision of local public open space to serve the residents of older districts such as Central, Western and Shau Kei Wan in Hong Kong, and Yau Ma Tei, Mong Kok and Sham Shui Po in Kowloon, if necessary by reclamation or urban renewal schemes.

(c) To ensure the proper conservation and use of all land designated as green belt and also all areas of scenic or recreational value.

Parks, Recreation and Amenities

2.

(a) To push ahead vigorously with plans for new parks, recreation and amenities in order to match the growing public need, and to maintain to a high standard the existing facilities.

(b) To pursue an imaginative programme of public entertainment, directed principally towards young people who form a high percentage of Hong Kong's population and to seek the co-operation of other public and private organizations in an attempt to meet the community's recreational needs.

(c) To maintain liaison with the many public and private organizations which have an interest in the Council's projects or which may be able to assist in meeting the demand for additional facilities.

(d) To keep under continuous review the recreation needs of all sections of the population, including the possible provision of new types of facilities.

Amenity Planting

3. (a) To continue with the expanded amenity tree, shrub and flower planting programme, with particular emphasis on the mass planting of colourful flowering species.

(b) To continue with the laying down of increased stocks of semi-mature trees for planting out along roadsides and round new public buildings, and to concert arrangements with the Director of Public Works for the creation of as many tree-lined avenues and promenades as possible.

(c) To seek public co-operation in beautifying Hong Kong with trees, shrubs and flowers.

Staff

4. To improve and augment the staff of the Recreation and Amenities Division with a view to ensuring its adequacy, in numbers and quality, for the speedy and efficient implementation of the Council's policies including the setting up of a Recreation Service.

5. To press the early promulgation of the new by-laws and to ensure that all advertising signs meet the requirements of these by-laws and to license all signs which are licensable.

6.

(a) To maintain a high standard of management at the Hong Kong Stadium, to increase its usage and to continue the cordial working relationship with the Hong Kong Football Association.

(b) To expand the programme of providing covered games areas in recreation grounds.

(d) To continue to press for the provision of land for the creation of off-street hawker bazaars.

(e) To develop and maintain the effectiveness of District Hawker Consultative Committees.

(f) To ensure that those affected know and understand better the aims of the Council policy and the requirements of the law.
