PARKS, RECREATION AND AMENITIES DIVISION
Public Open Space
10. (a) To seek the provision of adequate district open space simultaneously with all new housing development schemes.
(b) To seek the early provision of local public open space to serve the residents of older districts such as Central, Western and Shau Kei Wan in Hong Kong, and Yau Ma Tei, Mong Kok and Sham Shui Po in Kowloon, if necessary by reclamation or urban renewal schemes.
(c) To ensure the proper conservation and use of all land designated as green belt and also all areas of scenic or recreational value.
Parks, Recreation and Amenities
11. (a) To continue improving the facilities and standard of service provided at the parks, playgrounds, beaches, swimming pools and car parks managed by the Council.
(b) To push ahead vigorously with the parks, recreation and amenities construction programme to match the growing public need.
(c) To improve liaison with the many public and private organizations which have an interest in the Council's projects or which may be able to assist in meeting the demand for additional facilities.
(d) To keep under continuous review the recreation needs of all sections of the population, including the possible provision of new types of facilities.
Amenity Planting
12. (a) To continue with the expanded amenity tree, shrub and flower planting programme, with particular emphasis on the mass planting of colourful flowering species.
(b) To continue with the laying down of stocks of semi-mature trees for planting out along roadsides and round new public buildings, and to concert arrangements with the Director of Public Works for the creation of as many tree-lined avenues and promenades as possible.

(c) To seek the co-operation of private landlords in beautifying Hong Kong with trees, shrubs and flowers.
13. To improve and augment the staff of the Parks, Recreation and Amenities Division with a view to ensuring its adequacy, in numbers and quality, for the speedy and efficient implementation of the Council's policies.

14. To define the Council's future policy on the control of advertisements and to enact appropriate by-laws.
Stadia
15. (a) To maintain a high standard of management at the Hong Kong Stadium, to increase its usage and to continue the cordial working relationship with the Hong Kong Football Association.
Hawkers
(b) To seek to implement a proposal to construct an indoor stadium and to expand the programme of providing covered games areas in recreation grounds.
GENERAL DIVISION
16. (a) To keep in the forefront of all major policy considerations the rights and economic needs of licensed hawkers.
(b) To keep under review all policies and laws relating to hawkers with a view to exercising anomalies and unfairness where these are found to exist.
(c) To continue clearing main roads and concentrating hawkers in side-streets or off-street bazaars and markets.
(d) To achieve higher standards of cleanliness and hygiene among hawkers.
(e) To achieve the compliance of hawkers with the law by means of education and persuasion in preference to legal action, and to work closely with the Police towards this end.
(f) To continue to seek good relations between hawkers and the Hawker Control Force, other members of the Urban Services Department staff, and the public.
