17. (g) To improve the structure of the Hawker Control Force with a view to providing a solid and experienced foundation for future expansion.
(h) In conjunction with other departments to take the initiative in measures aimed at providing vocational training for hawkers with a view to their taking up other occupations.
(i) To press for the expansion of the Hawkers Section of the Urban Services Department to a realistic level in order that liaison with hawkers may be improved, and future operations may be planned on the basis of up-to-date, reliable, information and statistics.
(j) To pursue over the next 10 years an overall plan for solving the hawker problem.
(i) To continue to press for the acceleration of the reprovisioning of existing markets and the construction of new markets in accordance with the needs of the urban areas.
(ii) To carry out a research programme into the retail marketing needs of the urban areas, including an examination of the facilities provided by food hawkers and fresh provision shops, in order to obtain a basis for the efficient planning and design of market facilities.
(iii) To continue to maintain and improve conditions in all markets in regard to general cleanliness and food hygiene.
(iv) To press for the extension of wholesale marketing facilities at Cheung Sha Wan, in consultation with interested departments and having regard to the needs of the trades, with particular emphasis on the hygienic distribution of food.
(v) To study ways of relieving congestion in the present wholesale market at Kennedy Town, and to formulate long-term proposals for reprovisioning it on a suitable site.
18. To complete all arrangements for the opening of the two new abattoirs during 1968 and thereafter to ensure that they are run in accordance with the highest standards of hygiene and efficiency.
CEMETERIES AND CREMATORIA
19. (a) To continue to publicize the modern facilities for cremation that exist at Cape Collinson, and to press for the early construction of a modern crematorium, columbarium, and garden of remembrance at Diamond Hill to serve the growing needs of Kowloon and New Territories residents.
(b) To review the need to provide Government Columbarium facilities for the ashes of Hong Kong residents cremated overseas and returned to the Colony, and to recommend any changes in the law which may be necessary to this end.
(c) To improve generally the facilities in Cemeteries and Crematoria.
CITY HALL
20. (a) To present a greater number of public concerts of Western and Chinese music by local and overseas performers at low admission fees.
(b) To continue to encourage the full usage of the City Hall facilities by the public.
(c) To continue to improve the existing facilities so far as it is possible to do so.
Museum and Art Gallery
21. (a) To continue to develop and expand the Museum and Art Gallery Services in the Colony along the lines of the Select Committee's report on Museum and Art Gallery services.
(b) To plan for the early conversion of the New Rodney Block into a permanent Museum and Art Gallery.
(c) To plan for the educational services and the facilities which they will require within the permanent Museum and Art Gallery.
(d) To continue to organize temporary exhibitions which are of interest and educational value to the public.
(e) To give priority to the section of the Museum devoted to local archaeology in order to discover and describe details of the early life of the area.
(f) To give priority to the section of the Museum devoted to local history and ethnography in order to describe the immediate local scene—its people and environment.
22. (a) To continue the systematic building up of the book stock in the existing Urban Council Public Libraries, the training of staff of these libraries, and the consolidating of the existing service.
